Biggest Blizzard Brain Fart

So my friends and I recently noticed humans can't be Druids and worgen can, and worgen can't be pally's and humans can and I just thought that blizzard just had a brain fart, because worgen start as humans in their starting quest line. Is it because worgen are British or what

So all I am saying is why did blizzard do this it is just kinda weird
