WoW keeps freezing character loading screen

i recently just reinstalled windows 7 64-bit. and WoW is on my second HDD and i had to do this before. and WoW worked last time i had to. and no it just freezes at the loading screen right after i choose a character. it freezes my whole computer not just wow.

do i have to reinstall WoW?

Stashes, I would take these steps:

1) Remove the Interface, Cache, and WTF folders from the World of Warcraft folder.
2) Run the Repair tool.
3) Log on with another character, and ask a Game Master to move your character to a different city or zone.
