I think there is some truth there. In most cases they were trying to fill a niche, and depending on the spec, that niche might be very small. Some of the mechanics are unusual just because we wanted something players hadn't already seen a thousand times in the game.
If there is anything we could do differently, I think that some of the talents are too weighted towards PvP or in some cases PvE. It's hard to make an ability that can do both well without being OP, but if it can only do one, then players only focused on one aspect of the game end up not liking it.
