[Bug] Dampen Magic limited to 50% max reduc

As of 1.12, Dampen Magic is reducing spell damage only up to a maximum of 50% of the original. Before 1.12, Dampen Magic would always reduce spell damage by the full amount (90 to 135 depending on talents) to a minimum of 1 damage.

i.e. Before 1.12, If a spell would normally hit you for 76 damage, and you had Dampen Magic up, you would take 1 damage. Now, in 1.12, you take 38 damage.

Is this change intentional or a bug?

Hi everyone,

We did some investigation regarding Dampen Magic, this is actually a bug fix.

The amount of damage reduced by dampen magic should be affected by the spell coefficient of the spell it is dampening in much the same way that +spell damage gear applies to increasing damage.

So lower level spells, instant cast spells, spells with shorter cast times and area of effect spells will get less reduction than higher level single target spells with long cast times.

In the case of some magic abilities such as some NPC spells, and “melee magic” abilities that do not have a coefficient they are reduced by a flat 50% regardless of the talent..

I apologize that this change was not in the patch notes.
