"When activated, your next Mage spell with a casting time less than 10 sec becomes an instant cast spell."
Teleport/Portals is exactly a 10 second cast, making it uncompatible with POM.
However, with a Mind quickening gem (http://www.thottbot.com/?i=40727)
"Use: Quickens the mind, increasing the Mage's casting speed by 33% for 20 sec."
The casting time of, among other spells, portaling and teleportation is reduced to under 10 seconds.
HOWEVER
Presence of mind STILL does not allow one to make a portal or teleport oneself instantly.
This is an outrage.
