Update, 6:28pm CDT: While the Paid Character Transfer section of the Account Management has been brought back online, it appears that many of players that were previous stuck are still experiencing the same issue. I know this is much less of an update than we had hoped for, but I assure you that this is still being looked into.
As stated previously, several accounts should now be able to finalize their process at this time. If you do not happen to fall into that category, please remain calm. We will get this sorted out for you.

Update, 3:26pm CDT: The Paid Character Transfer section of the Account Management has been taken down temporarily. This is in an effort to resolve the remaining issues players are experiencing with characters not finalizing the PCT process. I apologize for this inconvenience, but please be patient to resume finalization testing until we bring this page back up.

Update, 3:10pm CDT: We have just been informed that many of the previously "stuck in limbo" characters are now able to finalize their transactions. I would like those of you who are currently waiting to log into the Character Transfer section of the Account Management page to attempt to complete your transaction at this time. Please let me know if your transaction was successful.
We realize that not all transactions are able to be processed at this time, and we are currently working to resolve the remaining issues. Please bear with us as we address these remaining issues as quickly as possible.

Update, 1:48pm CDT: For those of you concerned about charges that have been made, without finalization and the ability to play your character undergoing a PCT/PCNC, I assure you that our Billing Department will work with you to resolve this issue. Many of these charges are only pending and the money will be returned to your account after your financial institution recognizes the failed transaction -- this process typically takes 3-5 days. If the money is not returned within this time period, please call Billing and Account Services.
Please note that this is only for transactions that are not finalized. If your character is unlocked, and the PCT/PCNC successfully completed, please disregard the above statement.

Update, 12:17pm CDT: There are an increasing number of you commenting that you are experiencing issues with credit cards being rejected despite the information provided being valid. I wanted to let you know that this is currently being looked into further, as we are working to resolve this issue.

Update, 6:00pm PDT: A small non-update! We continue to examine all reports of issues with finalization, "missing" or locked characters, and still-pending requests. Though your post or query may not be addressed specifically, please know that is has been read, documented, and passed on further review.

Update, 5:30pm PDT: We are receiving reports regarding successful character transfers and name changes at this time. We are continuing to investigate "missing" and locked transactions, finalization issues, as well as requests which remain presently pending.

Update, 5:15pm PDT: We have received word that the scheduled upgrades have completed. Awaiting information regarding the status of each service's availability and that of still-pending or "locked" transfers.

Update, 4:30pm PDT: We are currently investigating issues preventing transfer, name change, and payment finalization. Should you be unable to properly finalize your request this time, please remain patient. Repeatedly querying our system for information may cause your payment method to display multiple "holding" fees; although no physical value will be deducted from your CC until finalized, these fees will persist until the transfer or name change is complete.

Update, 12:30pm PDT: We aware that many pending transfers and name changes are no longer displaying within PCT and PCNC status screens
and that each related character has been "locked." We are presently looking into these reports and will provide further information once it is available.
