How does Bind on Account work?

I am having trouble understanding the whole "Bind on Account" thing. What it is saying is that if I have a bind on account item, that it can be mailed to all toons so that they can all have this item. What I don't know is if I click on this item and learm it like a pey for example, it disappears from my bag. How do I mail it then?

Can someone explain this mechanic for me>

The Bind on Account items don't disappear when used so you can mail them or store the items on other characters that the mail system can reach.

We should have more information on this new system soon to help answer additional questions.
