Blizzcon Bear: Bind on Account?

Hey, I hear that this bear is Bind on Account. To clarify, is it a system where I get a single redemption from the vendor (as opposed to multiple redemptions so all my alts on my account get access to it), and I can transfer that mount to another one of my alts on a particular realm? And can I even do this transfer if I "learn" the mount?

Not sure I saw a FAQ on this item so some assistance would be appreciated before I redeem my code. Thanks!
