Chat window transparency

I use blizz's standard chat windows. This was seen just after patch, with no addons and a new WTF folder.

I use a few chat windows, with each transparency set to 0%. Pre-patch, if I had chat settings locked (via Interface->Social->Lock Chat Settings) then the chat window backgrounds would stay invisible when moused over. The scroll bars were always visible, and of course any new chat text would be visible until it faded.

Since this week's patch, the backgrounds are becoming partially visible when I mouse over them. This has always been the behavior when chat settings are ~not~ locked, but now the backgrounds are becoming visible when chat settings ~are~ locked.

The chat window's title tab is not appearing, nor is any text inside the window that has faded. Just the background. It appears to be appearing with the default 40% transparency, even though the window's background transparency is set to 0%.

The speed at which the background becomes visible varies if "Remove Chat Hover Delay" is checked. So if that option is unchecked, backgrounds are, of course, not becoming immediately visible when moused over.

Since, however, this is a change in behavior from before the patch (where if window background transparency is set to 0% and chat settings are locked, then the backgrounds would ~not~ become visible when moused over), and there's no option (that I've seen yet, anyhow) to change "mouse-over transparency" or anything like that, then I'm guessing this is a bug.

BTW I've submitted a couple tickets about this...first time I got the usual "must be an addon causing it, remove your WTF folder" (which I'd already done). Second time the GM glossed over the fact that I had Chat Settings Locked and told me that this was the normal behavior (which it was not, before the patch). So, please, don't ignore the part about chat settings being locked! Otherwise you'll risk making yourself look like another one of those lazy GMs that don't really pay attention to the problem before they try to offer a solution. (Those GMs get my thumbs ~down!~)
