Recruit-a-Friend gift level question

im jsut wondering if its possible to gift the free levels ive earned to a character on a different server or opposite faction.

ive leveled two toons to 60 using RAF on the same server, so i have 58 free levels to dole out to my RAF sponsor. do i have to give them to his toons on the same server i leveled on (and earned those free levels on)?

im guessing that is in fact the case. but some verification would be cool as id love to use them to level up a new opposite faction twink if i could. thanks.
