I have been doing the refer-a -friend with my girlfriends account. Oye we are both hooked but anyhow I noticed tonight when my mouse was on the XP bat it said getting 200% of normal xp. I thought the refer a friend was 300% more xp?

What you are looking at is the Rested XP bonus. That is something entirely different. If you look in your combat log, it will show you the Recruit-A-Friend Bonus XP on each kill/quest turn in.
