It would appear that this item is, indeed, meant to affect special shots (e.g. Aimed Shot, Steady Shot), at the exclusion of Auto-Shot; should you feel that this ought to be revisited, however, you may pose your concerns on our Suggestions Forum for further perusal by our developers. :)
