How about a compromise? 71+ you earn VALOR points, instead of HONOR points. Valor is spent on 71+ rewards, and keep HP for sub-71 rewards. That way people don't lose their honor points, but at the same time cannot just buy their way into 80 gear.

It's an idea that's already been passed along and was well-received. That said, there isn't time to push this type of a system into the expansion by release. We hope to have improvements made to the honor system in the future.

Aside from the specific percentage you use in your example, this is the basic idea. Our current stance is to prevent players stockpiling honor at level 70 from buying numerous pieces of level 80 PvP gear as soon as the level cap is reached.
