He used the Digitally submit option that was stated on the form and he got an email back saying
Q u o t e:
Greetings,
Thank you for contacting the Account Administration department with regards to
the World of Warcraft account you are using.
Due to recent activity involving the account XXXXX, faxed submission of an
Account Retrieval Form (see below) will be required for security purposes. The
account is currently disabled, so that you can regain sole and secure access. If
you use a credit card to subscribe, it has been removed so you are not charged
while the account is disabled. Please keep this email until you have regained
account access.
Download and use this form to regain account access:
http://ftp.blizzard.com/pub/WoW/other/Account-Retrieval.pdf. Please be sure you
are using the latest version of Adobe's free PDF viewer, Adobe Reader©,
available for download at http://www.adobe.com.
If you are unable to open the file through the link, your browser may not
support the PDF format. In this event, please right-click the above link and
attempt to save the file to your computer using Save Target As... If the link is still non-functional, please reply and we will send the file as
an attachment.
For security reasons, we are unable to accept e-mailed attachments or links of
any kind. Proper use of the form is the only way to retrieve account access.
Please send your submission as soon as possible since Blizzard Entertainment is
unable to offer any type of reimbursement for the time an account is disabled.
We will contact you again once your submission is received and processed. If you
do not receive a reply within 48 hours of sending your fax, please resend it and
notify us of the refax at http://www.blizzard.com/support/wowaa/?id=eSupport000.
If you send your submission by postal mail, please allow time for delivery.
Only Account Administration is able to assist with account retrieval issues. To

Thank you for your time and attention to this matter, and your continued interest in World of Warcraft.
He sent them back an email about a day or two ago and they still haven't replied and he's wondering why can't he use the digitally submit option at all as Blizzard still hasn't replied to him. Unfortunately he cannot get to a fax machine and he's standing right next to me as I'm typing this.
Any help? Blizzard stated that you can use this option, but then they stated in the second e-mail that they won't accept attachments due to security reasons. Thats a bit odd no?
oh yes, the character in question is
Venerate
Realm: Lightbringer
