Was Horn of Winter Overlooked?

So as you all know, all buffs were completely changed in 4.0.1. With this the buffs that use to only give 1 buff now gives multiple buffs like Blessing of Might, which now gives attack power and MP5.

So now, for death knights horn of winter no longer works at all in any situation unless you are solo. In both 10/25 man warriors, hunters, and paladins disable us to use horn of winter because their buff durations are longer than our 3 min HOW. This is not allowing us to benefit from the 10RP it gives when used. HOW was part of most DK's rotations and I find that I can never use it in a raid. Currently you have to make a macro in order to cancel other auras which is pain and can get rid of other buffs you do need.

So my question for blizzard is if this was intentional or just merely overlooked when implementing the new class buff system?

My suggestion is to just make Horn of Winter a DK only buff that doesn't conflict with any other buff. Lets say increases strength by 1% for 3minutes or etc. The same thing goes for Abominations Might in the blood tree. There is no reason to spec into it because it is never applied to anyone in the raid because of True Shot Aura from hunters or paladins.

So I'm just curious about what Blizzard has to say about these abilities and if it was intentional.

The behavior you're describing is the result of a bug which will be fixed in the next patch prior to the release of Cataclysm. You will again be able to toot your own horn to gain runic power, you just won't get the Attack Power benefit if a similar buff is already present.
