The compromise is precisely to keep this from happening. Honor earned at level 70 will not go nearly as far on level 80 gear as honor earned at level 80.

After much discussion we came to the conclusion, along with many members of the community, that taking the honor away is a demoralizing thing to do. Our initial reasoning for taking the honor away still stands -- we want to prevent players from stockpiling honor at level 70 and using it to buy multiple pieces of level 80 epic PvP gear.
