Need to disable all Peer to Peer for WoW

I need to disable/deacitvate all peer to peer activity on my system for WoW. At present I have been told that disabling the P2P on the background downloader is a place to start, but at present I cannot open the background downloader, all it gives me is a message that says "Data for the next patch is not available". This message occurs regardless of whether I am connected to the internet or not.

I saw a registry edit download that would disable p2p, but there is no documentation about how to use it, and after reading the forums it would appear that this registry edit does not work very well.

My problem is that my ISP reads any p2p activity from WoW as an attack on the system, and locks me out for 60 minutes. This includes the Background Downloader, Launcher, and the game itself. As soon as any of these are launched while connected to the network, the system reads the p2p activity and locks me out. I have checked with my ISP admins, and they tell me that I need to disable the p2p activity of WoW, or it will continue to lock me out.

Any help getting this straightened out would be appreciated.
