"A Found Memento" Anduin missing at throne

I'm working on the Legionfall quest line on my freshly 110 warrior, and when I got to Stormwind to turn in the quest to Anduin - he's nowhere to be found. I've tried server hopping, relogging, reloading; nothing has worked.

Wowhead said it could be that I haven't finished part of the quest line to unlock Argus, but I've done all of those on all of my 110s already. Not sure what else could have me phased out and unable to see or interact with the boy king.

It is likely because you haven't progressed through the storyline that would place Anduin in the throne room, Khil. I would recommend speaking to Archivist Elysiana in Dalaran, in the Violet Citadel. She should be able to take you back so you can pick up "To Be Prepared" and complete the questline through "Illidari Allies".
