Flaw in the new report function?

So Blizzard has given us a shiny couple of reporting features which allow us to report inappropriate names or language but, I found to my dismay, that there is no real way to report harassment, specifically.
One thing I should make clear is that harassment is not done solely by smacking someone around the head with a few cuss words; there are ways to harass someone without swearing.

Let's take an example from my realm: Steamwheedle Cartel is a role-playing realm and purposefully disrupting role-play is a bannable offence which falls under harassment. However, with the current interface, there is no way to report this!
Of course, this is a rather niche example but I'm sure many others could recall harassment in other situations and did not meet the in-game reporting criteria.

I'm surprised that Blizzard - for a company who purports to take harassment very seriously - has seemed to overlook this glaringly obvious flaw.

If the harassment is verbal, then it should always be reported using the in-game tool. After that, it depends on the situation but we do encourage you to use the in-game reporting tools wherever possible.

If you feel that this is not the most appropriate way to report a specific incident, then you can open a ticket. If your receive such a reply, then you can always click on 'Need More Help' and stipulate that this particular incident is an exception and that you do not feel that the in-game tool is appropriate. We will take it from there.
