Account Titles at What Level?

Recently I've completed wave 30 in the Proving Grounds, and thus have earned the title "Proven Healer." Naturally, being someone with 5 healer characters I would like to not just have this title on my level 100 monk but on my other characters ranging from level 30-65.
However, the title simple does not show in the list on my other characters apart from my monk, even though it claims to be an achievement shared between all characters. Despite spending a substantial amount of time researching this I couldn't find why it wasn't working?
Does a character have to be at least level 90 to have a proven title or have I done something wrong?

In general, a Title from an achievement will only be available when a character reaches the level where they could earn that achievement.

Kyrenna gave a great example there of Kingslayer, from the achievements for killing the Lich King in Icecrown.
To get into that raid you would need to be at least level 80, so there's your guide level for when that title would be available :D
