Unable to start legion quests

Hi with this character.well all my characters other than dethblitz who has successfully got legion quests I am unable to find a start to a legion quest or artifact quest.I have had a couple of endless days going everywhere and trying.any help please.regards wayne

Can you try visit Archivist Elysiana in Violet Citadel in the Broken Isle version of Dalaran, she'll allow you to return to complete the pre-launch quests, do these and see if you are offered the quests afterwards.
