Question- new patch- exp stopper

just a few quick questions about the exp stopper thats coming soon-

1) will it apply to all exp gained from any source? or is it just in battlegrounds?

2) how much will it cost, and where will it be bought from?

3) when is this patch expected?

if i have missed a thread that answers all of these questions, please link it.

1) All XP Gains will be disabled.

2) 10g and is bought from new NPCs in Stormwind and Orgirimmar.

3) When it's Ready/Soonâ„¢
