Why do capital cities miss the best reagents?

Let's just say the factions are so focused on keeping the supplies flowing for the efforts in Northrend, that they're not currently able to dispense these reagents in the capital cities also.

We'd like to add reagents into the racial capitals with patch 3.2, however it isn't as high priority as lots of the other stuff we're wanting to be in 3.2, so we don't want to promise it will definitely occur.

Possibly the "hard thing" is concentrating on content we feel is more important to be in 3.2, such that things of lesser importance might have to be left for a later time. It may well be a simple case of priorities.
