Clefhide armor and 100 helath on lvl19?!?!?

How come this armor enchants have been disabled on my two lvl 19 characters??

It will only work from lvl 50!!!!

I have spent time and at least 250-300G to buy theese and attach them to chest and leggings.

Will I get the 250-300G back to my account???

Is this an error or do Blizzard really want to loose 2 accounts over this?
