03/04 Equipment Manager Update

Certain issues were encountered with the upcoming Equipment Manager that could not be resolved in time for release with the next content update, patch 3.1. In order to ensure that this feature meets our standard of quality, we will be taking some extra time with the Equipment Manager and it will instead be released some time after patch 3.1. We understand that this feature is a widely anticipated addition and apologise for this minor delay.

That's the idea, we're not releasing this element because it is not ready. Postponing an entire patch for one feature would be far more unappealing to the masses.

Ok, so how is the lack of this feature going to effect the Dual Spec feature? If the wardrobe manager isn't being released (and to be honest I don't see how this is hard, aren't there already a ton of addons that do this) does that blizz are expecting us to rely on 3rd party addons to make their new functionality usable?

You will still be able to move items from your backpack to your character. This feature, one that has been in World of Warcraft since 2004, remains untouched.
