Who is the most powerful NPC gnome in game?

All the other races have some great, powerful and mysterious ruler or boss but the only gnome boss of any repute I've ever met - and true, my highest level character is only L70 - is the gnome in giant mechanical trousers at the bottom of Gnomeregan. Come on, he's not exactly a dreadlord, is he?
