If you haven't been caning the achievements in a heavy guild, you cannot have the 310% speed Black or Plagued proto-drake come Patch 3.1. Speculating that Ulduar brings new drakes to replace them in the 25 man heroic achievements, you can't have those either.

"to ensure that such mounts retain a degree of rarity" would be to make them rare drops, not encourage people to raid 5 nights a week. All the best equipment and titles are reserved for those with the time, and rightly so, but looks like all the mounts are now too.
