Why does blizzard discriminate israelies?

Hello, I'm from Israel and me and my friend, which is from England want to play together, therefore I need to recruit him because he is new, I have a level 80 mage but we are gonna open another character and level it up together and we want the benefit from Recruit a friend, the triple xp for both of us, but i cant... because Israelies as it seems are not allowed to use the recruit a friend.. guy's.. common, why me an israeli person who is active and have friends from england and such cant play with them because of that?
