PvE > PvP character transfer

Me and my friends are stuck on a PvE server because we were stupid enough to transfer from a PvP server and blah blah personal stuff that doesn't matter because we all know this problem from before.

Now I know that this topic has been brought up many times before, but I really can't understand the reasoning for not letting people transfer from PvE servers to PvP servers. The reason seems to be that it's easier to level a character on a PvE server because you don't have to worry about world PvP. While I personally think this is bull because to abuse that you'd still have to pay actual money to transfer it over and it wouldn't REALLY hurt anyone if you could do it. But for those who think it isnt a bad reason, why can't there be a way around it? For example:

- You need to have been max level for a certain amount of time before you can move to a PvP server so the "uber leveling speed" you get without world pvp will be moot for the PvP server.

- You can't transfer to PvP servers for a while just after an expansion has been released (that increases the level cap).

- If you did level the character on a PvP server to begin with, you can move it back again.

Hell I dont know, these are just some examples. I am sure there are many ways around the issue. Now I understand that some of you who don't need/want to go PvE > PvP will think it's unnecessary to change it because it's just hassle for no reason. But please understand that there really are MANY people who WOULD like to do it and that there isn't really a reason for Blizzard not to help us out.

P.S. As for lowbies who want to move from PvE to PvP, well I don't really know. Maybe your character could be frozen for a while so the leveling speed will have gone to waste or something or other. Help come up with ways?
