PCT to a realm will open automatically once the realm meets the criteria for being an eligible destination realm. The opening or closing of FCM has nothing to do with that, and FCM is also no guarantee that the population will drop enough for the PCT to open.

Q u o t e:
I have a question though. Are you sure that the criteria for being an eligible PCT realm aren't too low at the moment?

One can always debate where the limit should be, and it is a matter of balance between not populating a realm too much and not preventing people the choice of who to play with. We feel the current limit is a good balance point between the two.

Q u o t e:
Yet, people can still create new characters on the server even though they haven't had any on the realms which aren't a "eligible destination realm" before. How does this compute?

Referring to the balance mentioned above, we reach a point where we feel forced to restrict players somewhat from joining the realm. However, we do not feel it is fair to completely deny players to join a realm where their friends may be playing. Thus we allow those who are really set on joining that specific realm to create new characters there (their friends will hopefully help them progress), while closing transfers deters those who prioritize their higher-level character over the choice of realm.

Population entry on a realm is significantly lower with only character creation and no PCT. Totally blocking entry by any and all means is not something we so far have wanted to do.

Q u o t e:
I jsut checked the realm list and Grim Batol is up, but Sylvanas and Stormscale are not yet.

That would mean the population on Grim Batol has gone low enough to allow transfers to the realm, while Sylvanas and Stormscale still remain too high. And to make it clear again: it has nothing to do with the FCM (on/off) setting. ;)

Q u o t e:
You guys have maby written Shattered Hand instead of Shattered Halls?
Or is it just Alliance that have free transfer? cuz that would just be mean :(

This has been corrected. Thanks for pointing it out. That error slipped through somehow.
