Howling blast bugged?

Hi, well I think Howling blast might be bugged.

Ive been noticing that once I use Howling blast on a target, I can't seem to use it again on the same target or any other target for roughly 4-5 seconds.
When trying to use the second Howling blast, it shows as if its able to be used, the runes that are required to use the spell are not on cool down and even when i use howling blast followed by icy touch and rime procs it will not let me cast howling blast again for another 4-5 seconds.
I keep recieving a message saying 'spell is not ready yet'
Can anyone help me?

Howling Blast has a 5 second cooldown, but there is a tooltip error where it appears that the spell has no cooldown, but the game still enforces one.

The tooltip should be corrected with tomorrow's maintenance (Wed, Jan 28)
