Looks like he meant either:

to cast it any time
or
/script if not PlayerFrame.inCombat then if (GetTrackingTexture()=="Interface\\Icons\\Spell_Nature_Earthquake") then CastSpellByName("Find Herbs") else CastSpellByName("Find Minerals"); end end
to only cast if you're not in combat.
