Blizzard! Shaman spells are weak!

I allways do PvP and what I see, I wanna hit enemy with shok spell, damn resist, ok lighting balt DAMN, resisted. Aspecialy warlocks allways resist shamans spells, i gled that I am Enchancment and my Weapon is very dangerous I hit, like -1000 -1300 -1000 by windfury. But when I was an Elemental shaman I used 100% chance to crit by spell and my spell got resisted, what wrong? And why shaman spells are so expensive on mana? When I was elemental and i got OOM I got killed in no time, like some f(u)cking dog, becouse no mana. Now I can fight without it.

Even fire shok, what is it a joke? I can't kill anybody with fire shok even if enemy has 5% of HP and it is too expensive and no use.
