Bind to Account experience

Hi, Im curious about the new badges - Emblem of Heroism,

If i buy a Bind to Account item for them, how do i transfer them to another char (Over in-game mail) ?
And if so, can you transfer them to a char on another server, still the same account?

Yes, currently you can only mail the items to characters on the same account and on the same realm.

Unfortunately not. The usual mail restrictions still apply.
