Where is DK forum!?

I have a question about DK, and nowhere to post it, so i post here.

I have 3 talent points in Rime and 3 in Subversion, so my Oblitarate crit chance should be at least 20% (base) + 15% + 9%.
But in reality it crits less then auto attack, why?
