DK creation question

If i have a level 60+ (or is it 70?) alliance character on a PVE realm, can i then make a HORDE DK on that same account/realm ?

Also, when you make a DK, do you have to complete the quest line from 55-60 before you are able to get out of the DK-only instanced area and into the real game ?
