We had hoped that the introduction of some new Honor rewards in the upcoming patch would give players a great opportunity to spend any of their remaining Honor. However, many players would still be surprised by an Honor and token reset as it isn’t something we’ve done in the past. As such, we've decided to not reset Honor or tokens upon the release of Wrath of the Lich King. Players who save their Honor will be able to spend it on level 80 rewards, although those rewards will be significantly more expensive than their level 70 counterparts.

Translation

Ok we wont reset the honor or marks, but now ur set in WOTLK will cost 75k more honor and require ALOT more marks each, ENJOY.

its almost like they want you to bot

So your argument in this case is that because getting the gear might require some time investment in order to get the necessary Honor points for said gear, you should go about getting those Honor points by using automation programs which violate the ToS and EULA? The point of having to collect Honor points to get the gear is so that you are actually investing effort into progressing your character. It is not to provide you with free gear gotten while watching TV while a program runs you around a battleground for a few days.

There is a reason we enforce the restrictions and bans on using third party automation software; amongst other things to ensure the integrity and accomplishment of those who progress their character through legitimate means.

Nobody is forcing you to get the honor points for the gear, and if you feel that investing the effort to get them is not worth the gear, then sit back and say to yourself: "Nah, it's not worth it for me. I will do something else". Don't broadcast, neither to yourself nor to others, that the 'only other option' is to cheat and cheapen the system through use of illegal software.

The lack of a full epic set for honor only has more to do with ensuring that pvp itemization isn't significantly easier to achieve than pve itemization than it is a "bg vs arena" issue.
