My problem is that Blizzard Billing Support provides only a limited coverage over phone using mostly free phone numbers (0800) which are by default disabled from international phone calls services.
My issue started that after online electronic upgrade of a Trial account to both Classic WoW and then TBC I received the following e-mail:

This notice is being sent to inform you that we are unable to successfully process the recently requested electronic upgrade for World of Warcraft account *************. As such, this account has been set to the account type which it was at before the electronic upgrade and no charges have been processed for this. In addition, in order to protect the security of both this World of Warcraft account and your payment method we have disabled access to this account to prevent potential abuse.
Please contact the Blizzard Billing Support department by telephone via the phone numbers provided at http://www.wow-europe.com/en/support/accountbilling.html for further assistance. Please note that due to security concerns we will be unable to assist you via email.

I have tried contacting the Billing Support trough the Webform, but as they have suggested in the email itself, to no avail.
Just how am I supposed to contact them over phone if they don't provide me with a working phone number?
Has anyone else ran into similar issues?
Furthermore, even though they said no charges have been proceeded for this, I can see that someone has put a "reservation" for a transfer amounting to the sum I have payed for upgrades on my card, and I have not payed for anything else with my card during that period. Needles to say, even though the transfer itself may have not been conducted I am still unable to utilize that amount of money from my account.
But money aside, does anyone know how to contact the Billing Support from anywhere else in Europe besides the countries provided?
