Recruit a Friend in Romania DISCRIMINATION ?

Can any blue explain why Romania is ineligible for the Recruit a Friend program ? I remind you that Romania is a country member of European Union, and we are under the same laws and rules as every other country in the EU. We pay this game with same type of credit cards and in the same way as everyone else, so there is absolutely no reason that Romanian players should be left outside.

This is a severe discrimination without any serious base, I hope a blue will be so kind to respond to this issue.

Such restrictions on services, and also contest and competitions, are due to either a clear conflict with the laws and regulations of the country, or due to the laws and regulations being unclear or even non-existing (in which case we'd run a high risk of legal repercussions - we don't gamble with the law).
