The last 2 weeks my server has gone from 75% to 78%~~
By the time we're ready WOTLK will have been out for a month,
ppl just dont do the dailys after the badgevendor got opened.

I don't think you will have to wait quite that long before the gemvendor is unlocked, and I am pretty sure you won't have to wait until the release of WotLK ;-)
Doing all of the Shattered Sun Offensive daily quests will be helping your realm's overall speed and progress in taking each part of the island, but there is an "auto complete" timer that will eventually unlock the next phase automatically in case your realm is falling behind. This means that the gemvendor will be unlocked on your realm even if there are not that many people doing the daily quests, albeit it will take a little longer before it happens.
