Blizz US > Blizz EU, WHY?

I was just wondering why is there such a difference between Blizzard US and Blizzard EU, and the US one is far far better then our european...

For example:

When you get scammed, in US you will probably get your stuff back, and the player will temporarily be banned,
In EU if you get scammed, nothing happens... no item reimbursment, no ban, no nothing >.<.

Or...

If your account gets hacked, you wil probably get your gold back, no matter if the hacker is caught :P
Again EU does nothing...

Don't get me wrong, i like playing this game, but on the EU servers there are just some idiotic rules...
And damn it, it ought to be fixed...

Players on EU server just don't get enough attention... and i find this to be extremely unfair... should we all be the same?

I got scammed , and a LOT of other players too, and nothing happens, which only encourages the players to spam and cheat even more...
I dont wanna this game to become like Diablo 2, so please do the right damn thing...

Because if you don't, EU servers will be useless for play, while US server will thrive, and this is a big discrimination of EU players.... Which is not fair ofcourse..

Then also realise that when action is taken on an account in-game, we're certainly NOT going to announce it to the world. There's still such a thing as privacy.
