Why can't we migrate from PVE realms?

I know that there's no point in asking for it, because there's obviously a reason why we can't migrate from PVE realms to PVP realms. But I'd really like to know why we can't, it'd be great if someone could give me an answer

If you haven't been ganked, corpse camped, backstabbed and/or one-shotted several times on a PvP realm. At times so much so that you simply leave a certain area (STV anyone) then you have been extremely lucky.
Leveling on PVE is a lot easier, there's no way around this simple fact. We're not changing the rule :)
