What to do about private server users

I know lots of people in real life who go on private servers. I am pretty sure private servers are against the rules. Although, in all my looking, I have not found where it says that.

My real question is... how should I report them? I don't think the in-game report system would work because the only option for reporting someone is if they have done something to you. Is there like a Blizzard email or something where I can send matters like this too?

Thank-you. (I did look really hard for where it might says no private servers. Although I could try looking on the terms and conditions again (as the last time I read it was quite a bit ago) but I need to turn on my other computer because this one doesn't have WoW installed.
