It is correct that it has been nerfed slightly, but it was done based on a need for consistency of values.

The developers felt that it was a bit strange to have the progression jump from 4 to 6 rather than a 1%, 2%, 3%, 4%, 5%.

It is true that the 6% has been there for awhile, but it is important to keep in mind that things, ideas and philosophies change as time passes. Changes like this one are being planned not just for patch 2.4 but for the future as well.

We know that you have questions and concerns, which we will do our best to address whenever we can. In this case we are telling you the reasoning of why the change was done. Of course, you can choose not to accept this change and be upset about it, but the most productive reaction to this kind of thing is to test the changes and then post your results and findings of those tests... That is the kind of feedback that is really useful to us.

It is important to point out that the developers don't feel hatred towards the Shaman community and they most certainly do not sit down and plot evil schemes for the sole purpose of annoying you. The developers are working towards a goal they feel is the best possible situation for everyone and they truly care about the things that they do. But we must not forget that they are also human and therefore at times must make some tough decisions... decisions that they very well know won't always be popular with the community.

The developers realize that many of you, who have dedicated yourselves to the Shaman class, are quite unhappy at the moment. The developers of course wants everybody to be happy with the class they have chosen to play, and as such they are working toward the betterment of the Shaman class, and other classes as well of course. This even holds true when unpopular changes are being made.

A clarification: this change was done to tweak the potential burst damage of the Elemental Shaman. The reason Call of Thunder was chosen was that reducing the gain from the 5th point in the talent would also make the gain per point in the talent consistent.
