Questions about the Arena Tournament rules

First part of the rules states who can particiate and I was wondering why some countries with WoW selling retailers aren't in there.
1. Sponsor; Eligibility. BLIZZARD ENTERTAINMENT, INC. ("SPONSOR") IS THE SPONSOR OF THIS TOURNAMENT. THIS TOURNAMENT IS OPEN ONLY TO INDIVIDUALS WHO ARE, AT THE TIME OF ENTRY AND AWARD OF PRIZE:

(A) LEGAL RESIDENTS OF THE UNITED STATES, AUSTRALIA, NEW ZEALAND, SINGAPORE, THAILAND, MALAYSIA, FRANCE, GERMANY, AUSTRIA, ITALY, SPAIN, THE UNITED KINGDOM, THE GRAND DUCHY OF LUXEMBOURG, NORWAY, SWEDEN, BELGIUM, DENMARK, THE NETHERLANDS, FINLAND AND THE REPUBLIC OF KOREA;

Does this mean all WoW players that do not live in one of these countries can't participate in the tournament?
I personaly live in Israel and my question is people who in places like Israel are "baned" from the tournament? If they are could blizzard give an explination on this?


(B) THE AGE OF MAJORITY IN THEIR COUNTRY OF RESIDENCE,


(C) HAVE AUTHORIZED ACCESS TO A WORLD OF WARCRAFT ACCOUNT THAT IS IN GOOD STANDING UPON THE COMMENCEMENT DATE (DEFINED BELOW), AND WHICH REMAINS IN GOOD STANDING THROUGHOUT THE TOURNAMENT, IN ONE OF THE FOLLOWING REGIONS: (I) THE NORTH AMERICAN REGION, MADE UP OF THE COUNTRIES OF THE UNITED STATES, CANADA, AUSTRALIA, NEW ZEALAND, SINGAPORE, THAILAND AND MALAYSIA THAT ARE SERVED BY THE NORTH AMERICAN WORLD OF WARCRAFT SERVERS; (II) THE EUROPEAN UNION REGION MADE UP OF THE MEMBER COUNTRIES OF THE EUROPEAN UNION THAT ARE SERVED BY THE FRENCH, GERMAN, SPANISH AND UNITED KINGDOM ENGLISH EU WORLD OF WARCRAFT SERVERS; AND (III) THE REPUBLIC OF KOREA REGION, MADE UP OF THE SERVERS FOR PLAYERS IN THE REPUBLIC OF KOREA (EACH REFERRED TO AS A "REGION," AND COLLECTIVELY REFERRED TO AS THE "REGIONS") (THE "ACCOUNT"); AND (D) HAVE A LEVEL 70 WORLD OF WARCRAFT "CHARACTER" PLAYABLE ON THE ACCOUNT (THE "CHARACTER") ON A SERVER OR "REALM" OPERATED BY SPONSOR FOR WORLD OF WARCRAFT GAME PLAY THAT IS IN OPERATION AS OF THE COMMENCEMENT DATE (DEFINED BELOW); AND (E) WHO ARE NOT RESIDENTS OF: (X) THE STATES OF NORTH DAKOTA, VERMONT, MARYLAND AND CONNECTICUT IN THE UNITED STATES, AND QUEENSLAND, VICTORIA OR THE AUSTRALIAN CAPITAL TERRITORY IN AUSTRALIA (THE "ELIGIBLE PARTICIPANTS).

This part is abit counfusing here there are a few places stated as not eligable but the reason they are writen is becsue they are a part of the eligable countries?
Also if do play on an eligable region like an EU english server does this mean that I can participate or am I still unable becsue my country isn't in the list of places blizzard stated that its leagal residants can participate?



Note that characters that are playable on servers or "Realms" that Sponsor adds to the list of World of Warcraft Realms after the Commencement Date (defined below) are not eligible for this Contest. If you are under the legal age of majority in your country of residence, but over the age of 13 (a "Minor"), you may still enter and be one of the Eligible Participants if you otherwise meet all of the eligibility criteria set forth above and one of your parents or legal guardians read and agree to these Tournament rules on behalf of you and themselves in order to participate in the Regional Tournaments or the Finals, and win a prize. If you are residing in the States of North Dakota, Vermont, Connecticut or Maryland in the United States, or Queensland, Victoria or the Australian Capital Territory in Australia, you are not eligible to participate in this Tournament.Directors, officers and employees of Sponsor, its parent, and any of their respective affiliate companies, subsidiaries, agents, professional advisors, advertising and promotional agencies, and immediate families of each are not eligible to enter or win any prizes. All applicable federal, state and local laws and regulations apply. Offer void where prohibited. Eligible Participants must have a World of Warcraft account which includes an associated valid email address. Sponsor reserves the right to verify the email address provided to Sponsor by the Eligible Participant. In the event of any dispute, entries containing an invalid email address will be deemed ineligible. Other than the costs required to play World of Warcraft, there are no additional purchases or costs necessary to enter or win.

If anyone can explain this abit more or anyone from blizzard could do so would help alot.
I myself don't have a real 5v5 arena team but im sure that there has to be a few people with one who live in an area that isn't stated by blizzard as eligable, I belive they and many more would like to know the reasons to this.

While we would like all World of Warcraft players to be able to take part in the Arena Tournament, there are various legal factors leading to residents of some countries, states, and territories not being eligible to participate. These factors include but are not necessarily limited to:
  • Requirement to have purchased a copy of a game and/or pay a monthly fee to participate

  • Limits on the monetary value of the prize offered

  • Requirement that a contest sponsor (Blizzard, in this case) have a company presence within the borders of the country, state, or territory in which the participants reside

We appreciate your understanding in those cases when eligibility has been limited due to these or other factors, and we will continue to work to include as many countries as possible in all of our competitions.

You must satisfy all requirements in section 1, meaning that if your country of residence is not listed in section 1A you can unfortunately not participate.
