Stealspell, usefull or useless?

Is this, as PVE player, a waste of space on your actionbar or a usefull spell?

Maybe i haven't tried it enough. But each time i hit my stealspell i get the known message "nothing to steal".

What for did we get this spell? Just for PVP?

Maybe someone experienced otherwise, please say so where this spell can be used...
