Capped server

Would just like to know a reason why blizzard wont implement a capped server? I played late vanilla ( 3-4 months pre-tbc) cleared MC and started BWL, raiding as a rogue, TBC came out, made a new horde rogue and played for around 9 months before quitting, I recently made a new account, and the game is completely different.

I understand blizzard wanting to make the game more rewarding for younger players, however i think its lost alot of what wow really set itself apart from other rpgs, huge amounts of teamwork and individual class roles. These seem to have disapeared completely, im being told by some old friends CC doesnt even exist anymore, and although i understand blizzard is a company out to make money, I seem to feel its turned its back on the vast majority of players who have made wow so succesfull in the first place.

Is there no way we could have lvl 60 or 70 capped servers? Or if not why not implement new realm difficulty settings, i.e. you could have standard servers, than servers with identical quest and world mobs, but greatly buffed raid and instance mobs? This would make the game alot more enjoyable for older players (brining alot more back), and probably increase blizzards profits even more....
