Fix Silvermoon Horde

Silvermoon horde has been dead for acouple of years now, every time iv logged in on an alt (as iv transfered of) i can type /who 1-80 and get less than 40 people every time....

We continue with FCM away from Silvermoon for Alliance, so we can hopefully make space to allow Horde FCM to the realm. Until the Alliance population decreases enough for it to be "safe" for us to allow Horde FCM to the realm, this is what we are continuing to do.
