As we all know Blizz starts FCM from one server to another to try to balance the population between the 2 factions.It can work to some extend but here is the problem.Usually the servers who get to migrate r overpopulated faction wise,login queues, instance lag etc.
Now when they see an FCM some of them might bite and migrate.When they get to the server they can pay for faction change skipping the step to pay for server transfer.Some of them might do that because they were tired of their current faction or they dont like where they r at this point or whatever the reasons may be,thus contributing to the problem blizz is trying to fix.
The solution would be to not be able to faction transfer to the side with the most numbers if the server your in already has a big difference in A:H ratio.If your in the faction with the advantage u will have the choice of faction transfer of course not the other way around.
I really cant see the logic of opening FCM unless blizz wants to throw in a discount in order for u to faction change and mess up the ratio even more.
Take veknilash for example to try and figure out how good blizz is at trying to balance things.That server was ridiculus i mean finding alliance players in sw was a feat of strenght from what i gathered and the best part it was a pvp server.Now what blizz did was to give the option for any unfortunate alliance players and horde,when they could have given to horde only.Even with that i doubt the server will have balance any time soon.
Now that raises the question of FCM.It will not do anything in the long run,with the ability to pay faction transfer.Unless the server youre in is really bad shape why would consider coming to a server who has FCM inc for a reason in the first place.I have a feeling that in time we are going to have servers where there is only side and tags in each of the servers name saying if their horde or alliance.
