Have Skull and Cross changed roles?

Has the Skull and Cross changed roles and I have missed the memo.

I only ask as the past few randoms and currently the seasonal boss people seem to be diving on the Cross before the Skull?

For me Skull = Primary Target, Cross = Secondary Target.

This is the same as it is on the realm I play on, but I have definitely met people over the years who used different systems. Usually most seem to agree Skull is the primary target though.
